The U.S. Court of Appeals for the Fourth Circuit invites you to join us on Friday, September 17, 2021, at 2:30 p.m. for our Constitution Day Program honoring the winners of the 2021 High School Essay Contest.
In his inaugural address 60 years ago, President John F. Kennedy uttered a profound and enduring challenge regarding citizenship: “Ask not what your country can do for you—ask what you can do for your country.” As Kennedy recognized, citizenship carries with it both rights and responsibilities. Students were asked to share their thoughts on "What are the responsibilities of citizenship, and how do those responsibilities support and reinforce the rule of law?”
