Chief Judge Roger L. Gregory announced the selection of Nwamaka C. Anowi as the next Clerk of Court for the Fourth Circuit. Ms. Anowi will take office on September 1, 2023, upon the retirement of our present Clerk, Patricia Connor.
Ms. Anowi is a member of the New York Bar, having earned her Bachelor’s in Law and her Barrister at Law degrees at the University of Benin and the Nigerian Law School and her Master of Laws degree from the Washington College of Law at American University.
Ms. Anowi has over 15 years of administrative and management experience in public service, having served as the Deputy Court Administrator and Jury Commissioner for the Circuit Court for Prince George’s County, Maryland, and the Chief Deputy for Operations for the United States District and Bankruptcy Courts for the District of Columbia before joining the Fourth Circuit as its Chief Deputy Clerk in August 2020.
As Chief Deputy Clerk, Ms. Anowi has overseen the smooth running of the Court’s case management, oral argument, and public information functions and contributed to the Court’s reputation for exceptional service to litigants, bench, bar, and public. Addressing the Judicial Conference on the fiftieth anniversary of the Court of Appeals, Judge George W. McClintic noted, “No court can be properly constituted, and act and continue to act in its proper relations to the judges, the lawyers, the litigants, and the public unless it is blessed with good clerks and a well conducted clerk’s office.”* As Judge McClintic remarked in 1941, “[k]ind fate and proper selection [have] given to this court such officers.” It is with the greatest pleasure we announce the selection of Ms. Anowi as the tenth Clerk of Court for the United States Court of Appeals for the Fourth Circuit.
